Disregarding my opinion that any law that restricts the 2A is an infringement; I think that anyone who plays really hard to skirt the rules shouldn't be surprised when they end up in a legal battle that'll consume 100x the cost and 100% of your freedom - over simply applying for a tax stamp (where applicable).

Then, my state (CO - yah, I know boooo!) along with many others will instantly consider them illegal. CO already has a law that says something about having the federal permission slip and being illegal otherwise.
