Thats not how I read it. Seemed to be aimed more at private sales and individuals.

Brings a citizens private sale or purchase of firearms back to being personal choice and responsibility . It's Not any businesses of government to tell you 'who, what, when' , or. charge a fee-$ , on what firearms you can sell or purchase .
