I will second (or third, or fourth?) the recommendation to talk to Chad Dixon at LRI for a custom build (IMHO). I know that's what I would do if I were in your shoes...
When I go to the range to shoot steel (local range has targets out to 1000 yds) most everyone that is shooting is calling wind holds in mils. So, for me mils is a lot better. YMMV - Carl

Woodford Reserve at the moment... with some Basil Hayden's in reserve. Had some Whistle Pig10 yr rye and some Redemption bourbon over the holidays and they were great too... - Carl
True, but the OPs question was " What does bolt fluteing do?", NOT "What does bolt fluteing do in a wide open, no bearing area of a 2 lug, reduced bolt body diameter Remington or clone", so sorry... - Carl
Miller makes a good tig welder. I had a Syncrowave 350LX for years and finally replaced it with a Dynasty 210DX. Talk about fine control. I mostly weld SS and mild steel with a little Al and Ti thrown in. Look at Jody Collier's videos (weldingtipsandtricks) on you tube. - Carl
