If I were to build one quick I't start with a trued Remington Action from PT&G. Add to it a Criterion "Remage" barrel in 6.5 CM. a Timney trigger and my choice of Chassis, an MDT Tac-21 with PRS and MIAD from Magpul. Most time consuming part of that "build" will be headspacing the barrel.

Over time I've come to the opinion that it's more important to have the proper case volume to charge weight ratio than worry about primers, etc. This is why some powders excel and others suck even when all the rest of the components are top quality.

When seeing speed increases think pressure. Something is causing it to increase. Neck tension increase due to hardening of necks, even increased fouling in the barrel might cause the pressure increase that translates to speed. I like to anneal cases after every firing and also clean more...
With the standard caveat "What works in my rifle may not work in yours" , I'm finding success between 43 and 44 grains of RL-16 under a 147 gr ELD-M seated so it's .020" off the lands. 43 grains is just under 2700 fps from my 24" barrel and I still have to fine tune loads for accuracy. Not bad...

I think that you'll find that COAL measurement listed in "Books" to be a Minimum COAL. This was the COAL that the load data was developed using and using shorter COAL's can create pressure issues. The only real hard and fast measurement is the max length you can get in your rifle's magazine...
I think the Seekins rail makes for a "cleaner" installation. The integral sling mount leaves the bottom of the rail flat when the bipod is not installed. No "bump".
