    Vise grips of the proper size. Lock the shims in the vise grips (around the circumference) and twist. I think the shims will pop loose as soon as you start to squeeze them, but I'd be surprised if the shims stayed on for more than a little bit of torque.

    Being below max load does not guarantee safe pressures. If you are getting heavy bolt lift after firing, that should be interpreted as a pressure sign and should show up in the case head. How do the case heads look?
