$2k or less is wat i had in mind for now but i dont think i will be able to stay under that

My best advise is to buy a good used rifle and scope in the for sale section here on the hide if you want to save $.
As far as new rifles.Savage rifles shoot good for the $. A Remington 700 Sendero would be a good choice because of the medium/heavy barrel contour.
You will have to decide whether you want a light walk around hunting rifle or a heavy barreled tactical type rifle.
The reason I was funning with you about if you were good at reading wind was that some popular cartridges blow about twice as much in the wind at 1000Y compared to others.That can be frustrating if it's windy.
6.5mm/.264 or 7mm/.284 cartridges would be worth consideration because of the high Ballistic coefficient.A bullet with a high BC sheds velocity slower,is less affected by wind and retains more energy compared to lower BC bullets at similar velocities.
