This is the part of the 14th Amendment that has been used by one judge to disallow a local government official in Arizona from retaining office.

It was what they are trying to convict Trump of to prevent him from running. It is common knowledge that this section was provided to disallow members of the confederacy from holding office after the Civil War.

Does this mean, by calling the events of Jan 6 an insurrection or rebellion, that they recognize this as a civil war?

Or is that just a coincidence?

Actually, one could look at it as a state's rights issue, if one wished. The Supreme Court said states couldn't just disallow candidates in federal elections for dubious reasons. However, for state and local elections, states have a lot more leeway. Dubious reasons are okay then.

That is exactly how a judge saw it. Local municipalities and state courts may disallow officials in their own jursdiction from holding office. However, I have yet to see who actually did anything to be have an insurrection other than being at the Capitol or reporting about it. So, the evidence is not there but this is not stopping people from wielding a political broadsword.
