Rifle Scopes 15 MOA Rail for More Elevation -Thick End to Rear?

No mounting instructions for a 15 MOA (not 0 MOA version) Tactical Solutions picatinny rail for Ruger 10/22 that gives you increased elevation. There is a thin end and thick end. Thick end goes to rear (stock end) and thin faces front (muzzle end) correct?
