Just kidding. Yes, it will change your elevation at all ranges, but it really depends on how much elevation adjustment you have in your turret.

That is kind of my thinking also. I imagine more of a marketing tool for a vast majority of shooters. Thanks!
20 moa was a carryover from the 308 days, when it was needed given the scopes in use at the time. I think its been continued as a consumer buying habit.

Very beneficial if you are using dials for adjusting bullet impact at very long ranges .....provided your scope has enough adjustment to zero at a reasonably close range! If using a tactical scope, it’s not a big advantage. The range where it becomes beneficial is dependent upon the cartridge used. The higher velocity, higher BC bullets the longer the effective range for the rifle using the dials......different yardage for different scenarios. memtb

Short answer is that It comes into play at the point your scope runs out of elevation adjustment.
This can vary quite a bit depending on velocity, internal scope adjustment, environmental factors, and other things.
I remember years ago with my 260 to get to dial past 1000ish I needed to swap from a 0 to 20 moa rail, the scope I had at the time had only about 65 moa total travel and about 32 moa up from a 100 yard zero.
Would really depend on the caliber, range and then the scope being used as to if it will help or needed. 20 MOA bases don't hurt anything for the most part and when shooting out farther they help keep your scope erector in the middle of it's elevation range at longer distances so it will allow a clearer sight picture as well as more windage to be dialed on. Just little things to help but again some combos might not need it as much but it usually doesn't hurt to have it.
