F T/R Competition 20 MOA Scope Base Question

Spoke with a fella that had a 20 MOA tapered scope base from a well known manufacturer, he said that with that base under his scope he ran out of windage on the turret. He spoke with the base maker and they told him the scope base holes in the action were not drilled correctly. The holes in the action were factory drilled by the rifle maker and not a gunsmith after the gun was purchased.

The question is now what should he do?

Try another scope base, take the rifle to a gunsmith to check the holes in the action?
 
Do you know what brand the rifle/base is? He could take it to a gunsmith, and if the holes were straight, then get a refund on the base. Or if the holes are off center return the rifle to where he bought it. Remingon is known for off center holes. So if that's what it is, there's a greater chance it could be the rifle. Also, what does he consider running out of windage?
 
During an F Class mid range match at 600 yards the wind picked up from the "short side" of his available windage adjustment and he couldn't move the cross hairs enough to hold the X ring he was having to hold the 8/9 ring on the upwind side of the target.

I guess he could have the holes welded up and the action redrilled and tapped seems like a hassle but maybe the only option.

How would you check that the action holes are or are not in line with the bore?
 
Well dialing for wind during a match is a no-no in my book, but different strokes for different folks.

If he needs a quick fix and can't take the rifle back or get the base fixed, the other option is to get Burris Signature Zee rings and use the plastic inserts horizontally rather than vertically. Let's say the scope is pointing to the left, place the +20 piece on the front left and the -20 piece on the front right or reverse them in the rear ring. If the alignment is really out of whack, do the front and rear rings with +20 and -20. That should really fix the issue and the Signature Zee rings are very scope friendly.

You could probably get a good smith to check the alignment of the holes. Or..

Swap the rings front and rear and see what happens. If something changes it's the rings..

Check with another base and see where the windage centered. If that results in the same problem then..

I'd check another scope, preferably the same/similar model, and see if the problem repeats. (borrow both if you can)

If swapping the rings changes the setting it's the rings.
If the problem doesn't repeat when you switch bases it's the current base.
If it repeats on both of the bases and not on the second scope it's the scope.
If the problem repeats with all of the above configurations then it's the rifle.
