I'm having an issue with case capacity, or so I think.

I just started reloading for my grandfathers old remington 722. I bought lapua brass, rem 7-1/2, imr 4895, and 52g smk. My Sierra manual lists a max load of imr4895 at 24.6g (which is also the accuracy load). Being my first time with this gun, and new brass, I loaded 22.1g. All shot well, checked primers and they showed no signs of flattening, or leaking. This time around with the brass once-fired I was going to do some load development. Starting at 22.6g and working up to 24.6g. I noticed at 22.6g the powder was coming up to the shoulder-neck junction. There doesn't seem room to fit 2 more grains of powder in the case. For giggles I tried throwing 24.6g and it was spilling out over the case. I've reloaded new 6.8(ssa) and 6.5 Grendel (aa) brass with no issues with case capacity. I have checked and rechecked the scale, I'm lost.
 
IMR 4895 is a bulky powder and Lapua brass may be thicker in the head area taking up more space than say Remington brass. It is not unusual to have a "compressed" load with 222. Check for signs of pressure on the next step up. I use H322 for 222

maybe using a thin, longer, pipe between the brass and the powder funnel could help you to have a better settlement of the powder throwed in the case, gaining some useful room, as once done by benchresters...
 
Lapua brass is definitely thicker in the head and possibly body...I have found the same issue. I gave up on my old IMR 4198 load and went to H-322 ball powder. WW 748 will work fine as well.
