There's not much out there when it comes to short barreled .243's 20" or less, probably for the reason of loss of velocity vs. a 22", 24", 26" etc. Knocking off the shine of the .243.

But using a faster burning powder, perhaps using magnum primers, etc. to compensate for the shorter barrel to boost the FPS to certain extent seems "doable"

Also seems there's a trend with going with the shorter barrels in .243, any special 20" barrel or less .243 recipes to compensate for the loss of velocity vs. the traditionally longer barrels?

Only thing I can think of that will boost your velocities is to bump up to a 6mm comp match or 6slr and burn h4350.

That being said, a mag primer will only add an equivalent of 1grn of powder. Lots of the older factory 243 use 22 in barrels.
