Searched and surfed, and cam to no answer for this question. Saw that only USGI rounds are recommended for use in Garands, what about vice versa? Can I use gov rounds in my Savage?

Yep.
Improper ammo in a Garand can cause bent op-rods due to excessive port pressure. Slam fires are also a possibility if the primers are not hard enough.
Bolt guns do not have those limitations.

Yes. Garands require powder in a certain burn rate to function properly. It's not a factor in bolt actions.
Imo the garand ammo will most likely have slower velocity than off the shelf ammo of the same bullet weight. Since the the garand has limitations dictated by its gas system ammo is held to specific bullet weight and velocities.
Otherwise its op rod/receiver will get damaged by to much rearward momentum.
Off the shelf ammo with let's say for example a powder/bullet combo using powder in the 4350 class and a 190gr bullet will be bad news if used in a garand.
