One of the most economical routes I've found is to skim the gun shows, trader papers, etc. You may also go by Wal-Mart and see. I picked up a 700 in .243, complete with a scope/base/rings for under $400. Sell off the parts you don't want to use and you can get by with just a little in the receiver.
