Check a burn rate chart for the powders that you are considering or that work for the projectile that you are shooting. Some of the reloading manuals have the charts in them that go from fastest burn to slowest with most of the common powders.

I would look into 32gr of H4198 for a 150gr bullet and a standard rifle primer.

Attempting to achieve complete combustion in a short barrel is a loosing proposition; it need not completly burn to do it's job. Obtaining a high percentage of burn will demand a burn rate much to fast for best bullet speeds.

The powder which achieves the highest speed with a long barrel will also achieve the best speed in a short barrel. BUT, the muzzle blast will be horrific!

I think you will like the RL7 quite a bit for the parameters you stated.

P.S. I got the 4198 info out of an OLD IMR Manual by the way. I know i said H and not I...but over the years Lot to Lot variance is such that for this purpose they are interchangeable for a new work up. The RL7 advice comes from a good friend who does such things for much the same reasons you stated. He prefers Alliant powders, and RL7 does a good job for him.
