Guys i got into a debate with a guy at the gunshop yesterday and was saying that the 338 extreme round used a necked down 408 cheytac case. is this true or false? Thanks in advance

What does it matter? The .408 CheyTac was based on the .505 Gibbs.
There is a long list of wildcat cartridges based on the .408 CT. With a strengthened web, it's a good case.

It doesnt matter, i was just wondering and the case didnt look like it was big enough to be a 408 case.

The web site below says the .338 Extreme is also based on the .505 Gibbs, as was the .408 CT.
If I were going to produce brass for the .338 Extreme, I'd certainly start with .408 CT brass.
