If this is for a police academy, which it sounds like to me, then the restraining straps are belt keepers. They are used to secure your duty belt to your under belt. http://www.copquest.com/40-3020.htm

As far as a holster and mag pouch goes, the options are many. Mainly comes down to what level of retention you want and how much you can/will spend.
