Why would the kennedy center get the money? Its pretty simple. Look at who the center employs , which unions they have contracts with, you will find your answer. Just like foreign aid, much of the money goes into someone's pocket, the ones with the right connections. Watch for companies to spring up, set up to make virus-related products, run by political allies or relatives. Like Solyndra( spelling?) , they'll take the money and be gone.
