6.5 x 284 Lapua brass question (norma vs winchester same part#??)

So I am looking to grab some Lapua Brass to load for my 6.5 x 284 Win. build in the works.

Brownells has the brass for sale, as do many other sites, they all have the same part# too

Mfr Part: 4PH6030

Brownells calls it for Winchester, but sites like Bullets.Com call is Norma. Lapua's Mfg site only lists one part# for 6.5 x 284,
