Hornady lists nothing for Reloder 16.
Lyman lists nothing for Reloder 16.
However.... Sierra does list Reloder 16.

I don’t know about the COAL for a Hornady 130 vs a Sierra 130.... but the listed COAL that Sierra is showing looks awefully short to me. Maybe someone with more experience with 130’s and RL16 will chime in.

What brass are you using? I am using Peterson SRP and CCI450s with the 140 ELDM. I ended up at 41.4 of Re16 and it is good from 20-104 degrees. I loaded a few Nosler 129gr ABLR with the same load and got 2875 fps. I am getting 2835 with the 140. Peterson brass has less case capacity than Lapua, so take that into account.
Watching this thread as well. I have not found a confident reference for starting load for an ocw test with my components.

I use Lapua brass, CCI 450 primers, RL16 and 130gr Berger hybrids. 41.4 grains gives me 2750 fps from a 22 inch Bergara hunting rifle. 41.8 grains gives me 2920 fps from a 26 inch MPA Spencer barrel. Sorry I don’t have data for your specific projectile.
This is where I like to load up a pressure test and shoot them over a chronograph.
For anyone following along, went out to the range today w/ 3rds each starting at 39.6 and working up by .4gr all the way to the max of 44.4. Havent broken down the velocity numbers yet, accuracy was forgettable all the way around, but it was 35 degrees and 20-30 mph wind, so not the best conditions for small groups between shivering and the target swaying in the wind haha.
Worked all the way up and saw zero pressure even at 44.4, but I was impressed w/ velocity coming in at ~2825 out of a 16.5" barrel by the end. From what I remember, the money range is probably around 41.5-42.5 based on SD.

seated to 2.051 base to ogive (my depth gauge hasnt come in yet, so i just copied the measurement off of factory ammo ive had shoot decent)

I've been using 38.3gr of 8208 XBR for the Hornady 130 ELD-M and gotten good results.
MV 2832 fps with SD: 5.9. Hornady Brass with a COAL: 2.800.
