Necessary to stay under .5 MOA and < 10 fps ES?

Much appreciated if anyone could provide any feedback as this is my first centerfire PRS build. I'm assuming the level of accuracy in this game is a step beyond what I'm accustomed to. I'm new to the community and 'don't know what I don't know', so to speak. I have successful experience in other disciplines, just not in this one.
Essentially an Okie special, with an Impact action, Stuteville 28" Comp CRB barrel, and Foundation stock. Trigger is a BnA. Components selection and setup I primarily picked up from here on the Hide. I must say that these suppliers were wonderful to work with and highly recommend them.
So for such a rig, what would be the expectation for optimized accuracy given the goal is to do well in competition and mountain/wind courses? If around half MOA while load developing at 100 yds is more than adequate, I'm done. However, I'm guessing better than that is in order, and that's the bigger challenge. Is sub .3 or .4 MOA the type of accuracy desired?
Thus far I've tried a couple loads with Berger 105 Hybrids and 115 DTACs. So far the 105's and 34.2 gn Varget are grouping the best but the ES seems a little high at 18 fps. The DTACs and 32.6 gn Varget are getting SD 2.7 and ES 7.2 but the groups are much bigger than the 105 groups. I'm weighing to single rod of powder accuracy via an A&D FX-120i and was expecting better than the 18 fps ES (5 shots) I get with the 105's. Averaging 2909 fps. New Alpha brass and CCI 450's. Shoulder bump at .005" maybe a little high? Jump is .030". Sizing with a SAC die for .003" neck tension.
Some typical 100 yd groups with the 105's and a best group below. It was raining but at only 100 yards perhaps that's not much of a factor. Best group was the first 1X fired brass I have used and not annealed. Actually, the 1X fired brass gave a 5-shot ES of 13.
