I'm not sure, cause I have some 7.62 that will not hold less than 2moa in my rifle, I am going to order some 308 to compare...

That may well be true.

But I have rifles chambered in 308 that are very accurate with ball ammo from American Easgle that is marked 308.

Same rifle shoots poorly with Winchester brand 7.62x51.

It always made me wonder how much difference there was.

If every rifle shot the exact same, we wouldn't have load development. You can't say if the same rifle was chambered in 308 it would automatically become more accurate. The fact you're saying Winchester Brand 7.62 tells me it's probably not that great anyway.
