7 SAUM Donut

Been chasing some inconsistencies in my 7 SAUM loads and think I found my issue.
Base of the neck measures .321 with a loaded bullet. .314 in the rest of the neck.

What's the best (most cost effective) neck Turner?

That is correct, I believe most neck turners can also ream.
