One of my wife’s liberal cousins took a job teaching English in Northern China, she realized too late for her and her kids that she can’t turn on the heat in her own apartment, the local govt rep decides when it is cold enough for all of the apartment buildings to turn on the heat. Apparently the local HCIC is comfortable down to about 40 degrees. ?
