Probably because that indicates a 1985 build date, and AWMs were used all over the world in the 80s and 90s. I don't think he's saying this particular rifle has been used in a war zone but many identical to and of it's era have been.
 
This is also a “kit” like were delivered to various militaries and agencies under contracts. The full kits with transit case and S&B optic are incredibly rare. Very few offered outside of contract procurement. $8500 is a steal for this rifle. I guess most folks just don’t know what they’re looking at and are blinded by the gamer guns of the current LR shooting interests instead of pieces of military sniper history like this AI and another that are currently for sale.
