Rifle Scopes Accuracy1st scope bubble question

I am looking to buy an Accuracy 1st Scope Level. There is a version that comes with a "reducer ring" and one that doesn't. What is the purpose of the reducer ring? Necessary?

The scope levels are all machined at 34mm, you need the reducer rings to fit your scope if it is a 30mm or 25.4mm (1 inch) main tube size.
