Chrome moly is harder and maybe more rigid, but it needs to be taken care of better so it doesn't rust. Stainless is slightly softer, but has the great benefit of being more rust-resistant than CM. I would recommend going with the same material you plan on your barrel being.

There really is no "Better" choice. The quick and skinny of it is Chrome Moly is harder and resist extreme cold better. SS is a softer metal and easier to machine. I'd go SS unless you're building a rifle for extreme cold weather conditions or Blueing is desired.

I don't think you will see much of a difference, I have no experience personally taking them apart, but I have heard that if no anti-seize is used the two materials can at times be difficult to take apart. This may have been from being improperly torqued or no anti-seize, just something I heard...

I don't think you will see an accuracy difference using a stainless barrel and a CM action.

Maybe WNRoscoe will weigh in on what I have said above about the two materials
