AICS .300 WM feeding problem

I have a custom built Rem 700 in .300WM with a newer style 2.0 stock.
it feeds fine until I get to the last round in the mag. My bolt rides over the round and will bind up. It does't do this if I very slowly bump my bolt forward...and I don't want to have to baby my gun.
Is the mag follower supposed to act like a bolt stop? Be cause nothing stops my bolt on a empty mag. However, if I push the mag inward while feeding, every round feeds flawlessly and the follower stops the bolt.

On any other gun I would bend the mag lips open as this allows the cartridge to ride up higher in the mag. It must be pretty close close already.
