It depends on the rings.

Badger told me 65 inch-pounds for the base and 15 inch-pounds for the caps. This seems fairly standard.

Seekins said 55 for the base and 15 - 25 for the caps.

LaRue said 35 - 40.

When in doubt, ask the manufacturer.

I test the rings I manufacture by tightening the scope clamp screws to 40 inch-pounds followed by an inspection of the tube to ensure that it was not damaged during the test. 20-30 inch-pounds is our recommendation for for normal use. Rail clamp nut can be torqued to between 50 and 60 inch-pounds.
