Rifle Scopes ANPEQ 2a --How to access higher settings?

I just purchased a AN PEQ 2 IR laser/illuminator. How do you turn to the higher settings? It will turn to the low settings for the laser and illuminator, but there is a blue piece of plastic blocking the higher power settings. Do I need to remove this?

I believe you are correct, as it is there to protect accidental eye damage from IR exposure. Here's a PDF with some info:

Yes you need to remove it. It's the training setting to keep at lower laser output.
