I just received my keppeler free rifle in 6.5x47 lapua with the k09 stock, had to wait for 6 months but its worth the waiting. They are hand made and better than 0.25 moa. I have no experience with the tactical ones but I expect the same quality. They are a small company and if you call them you probably get the owner on the phone, nice talking to them.
Here in Europe they are in the same league as for example Anschutz and Grunig & Elmiger. Not cheap but worth the money.
