My friend needs some work done on a 700, muzzle break install, stock work, etc. Anyone know a good gunsmith in San Jose, CA? I live in Austin and don't want to have to worry about shipping, FFLs, etc.

Don't know if they're still in business, but Mel at this outfit was a good man: http://www.leesixinc.com/

Jerry Rice at Norcal Precision is only about 50 miles up the road in American Canyon.

Tabor's did some work on a couple of my dad's pistols. He paid them to remove some pitting that occured during years of storage. After 4-5 months the pistols were finally returned. There is still significant pitting. I'm not sure they did anything beyond disassembly, rubbing a pencil, and oiling the guns.

My experience to them is limited to checking out a couple of rifles and shopping for ammo. Their service does not instill confidence. Two of their salespeople had questionable knowledge of they rifles they were stocking. It was somewhat troubling to observe one of them trying to remove a Sako bolt. In terms of expertise, Tabor's seems comparable to to Big5 or BassPro.

City Arms in Pacifica is a well-respected shop at least. I would trust they could point your friend in the right direction better than Tabor's.
