Yes. You'll need a 7-08 FL die. And it's best to (properly) anneal your new necks to prevent premature splits.

If you use .30-06 you'll need to cut off the excess length and turn the necks to get them thin enough to chamber properly.

Forming 7mm-08 from .308Win is a snap. Forming from 30/06 or other long action brass would be a PITA and not worth the effort (cutting to size, trimming, neck turning, forming is steps, annealing, trimming).

Once fired 308 lapua brass,

Passed thru a 708 redding body die,
Followed up with 708 Lee neck collet die,

Load and shoot.
Others have had to lightly turn necks, but not been an issue for me,
On a loaded round, I'm .002" under fired brass neck OD so bullet release is fine,

I did try running .308 brass straight thru a forster 708 die,
But even with plenty of imp wax, it was VERY hard squeezing the necks down, so went straight to the body die/neck die route, which is my normal sizing method anyway.
the body die sizes the neck down to 'fired' dimension, which allows for an easy final sizing with the lee collet die

I'm guessing it should work well with .308. Just run it through a F/L sizer die and you should be good to go. You are only necking down roughly over a half mm. Making it out of .30-06 I think would be more trouble than it's worth. I make .260 brass out of 7-08 and they work great. I get outstanding groups with them.
