do you measure the length of the barrel from the end of the extension (it is pinned in place) or from the actual breach face?

I am almost certain that barrel measurements are of the rifled portion only. Thus measure from where the rifling starts to where it ends. Hope this helps. If I am wrong be easy on me guys.

Barrels are measured from breechface to muzzle.
Close the bolt, drop a dowel down the bore, mark the dowel at the muzzle, then measure the dowel.
That's how ATF will do it before they take you to jail.
Revolvers are the exception, only the part in front of the cylinder is measured.
