After a barrel as gotten rust in it is there anything I can do to it or dos it become useless .

What part of the barrel rusted and how bad?
If the chamber is pitted then it will most likely stick cases.
If it is near the muzzle, then you might can cut it back and re crown.
Clean it out and shoot it to see if accuracy has suffered.
