Generally, you get it from the bullet manufacturer, I"m sure you could also get it by using a chrony at different ranges.

Hatcher's "NOTBOOK' has a means and fomular for determining the BC of a given bullet. It's too long to post here but warrants a study if one is interested.
No one who is serious about shooting & balistics should be without this book.
