Birchwood Casey Shoot N C targets alternative?

The long range that is closest to me doesn't allow steel targets, so it's all paper. The range goes from 300-1000 yards. The largest Birchwood reactive targets I've found are square 17"x17" targets. I'd ideally like to have a larger than a ~1.7MOA reactive paper target at 1000 yards if possible. Do you know of any alternatives?

You can make your own out of paint.
