Is this Just giving more money-$$$ threw federal grant application to States to 'Manage the Problem' for Profit, and grow their bureaucratic agencies with employees to never ending management ? Here in OR. that is all the City, County and State does. I am sure it the same similar business model setup in every State and County in the US . Here locally in my City/County it easy to see the business plan. OR State is not that big of a population, and the Homeless/without address are smaller population than other States. You can visually see the pod camps being set-up and dismantled, even buying land for future plans, and building office space for managing the Funds-$ .
