Giuliani took this exact same approach in NYC when he was cleaning out the trash. He took cars, etc. He knew is was illegal, and his response was "Sue me".

If someone is dangerous enough that they need guns confiscated they should probably be in custody for observation. If they're not, leave them the fuck alone.
