brand new shooter accuracy

OK so my friend had NEVER fired a firearm before not even an air rifle i sat him down behind my Anschutz .22 target rifle with a scope mounted.
aiming at a 20 meter target he starts shooting and they form a very tight group 5 rounds on the sighting target and i could only count 3.
he moves onto the other 10 targets and scores a 99.5 out of a possible 100.10
so essentially within 15 rounds he has eclipsed the majority of the clubs shooters who have spent years refining there skills is this beginners luck or a natural talent im not sure.
this is a person who never had a calling in life and now he does more than just sit around playing computer games all day.

i appreciate that DCook now my mate is going to get his shooting license which will take about three months and im hooking him up with a scope and a few other accessories to start him on his quest for his own build i told him he had 2 options with which rifle he wanted to start with.
1: go spend 1800 dollars on a target rifle like mine (Anschutz 1813 supermatch)
2: go spend 800 odd on a savage .22 (the one with a thumbhole in it and is magazine fed) i have used a friends and it is very reliable and accuracy is amazing for the price)

the reason im guiding him toward the savage is that it doubles nicely as a feild rifle as the anschutz is retardedly heavy.

the other thing is is that his step mum is VERY Anti-gun and the arguments are becoming prolific but he will sort it out one way or another.

anybody have any thoughts on a good small bore budget target rifle?

I like stories like this. I have been shooting my whole life but wasn't really blessed with natural shooting skills. I have friends who only shoot a few times a year but have great results. It's awesome watching them fall in love with shooting just by hitting a few targets.
