Am I right to think that brass spring back would occur as follows:

Bushing dies would cause brass to spring back outward

Expander ball/mandrel brass would spring back inwards

Thoughts?

That is my understanding of the concept
Hense why people recommend the Neck Turning Arbors vs Expander Mandrel in order to obtain 2 thou neck tension.

That is a correct. And the more worked and harder the brass the more it wants to spring back. Annealing helps reduce the stresses induced into the brass after the sizing and firing cycles so that it is less prone to try and go back to where it was before.
