how come seater dies don't seat off the ogive of the bullet instead of the tip??

They do. No seater "die" (seater punches really) pushes a bullet on the point.

Actually most dies touch the surface of the bullet somewhere between the point and the Ogive. They touch where ever the "cup" or punch happens to contact. It would be nice to have an industry standard on seaters. But everyone thinks theirs is best. I usually end up reshaping mine as I need to.

Handgun seaters index off the flat tip. I use casemouth expander dies to seat HBWC bullets.

Seems like pushing off the ogive would be alot more accurate.

Lee rifle seating dies share the same seating punch among different calibers (different bullet diameters, not just cartridge types), so engaging the ogive is not even possible.
