I'm looking at setting the barrel back on a 6mm "Walker" International Across the Course rifle. What caliber and what gunsmiths are recommended for this type of work? What sort of cost and back log should be expected?

Not sure about the International, but GA Precison lists the 6-250 on their reamer list. I had a 6-250 and it was wonderfully accurate, but had a tight neck and I hate neck turning.

GAP has a turnaround of 2 months for rebarreling and 6 months for complete builds if you provide all parts.
