The crime is that they were sloppy in execution, of the otherwise widespread tactic of using foreign intelligence agencies or assets to do the stuff. Completely legal if done right.

Continuation of the illegality bypass between foreign intelligence services in intelligence community since the 1950s. Doing each others dirty work.

(typical example was UN HQ and Diplomats in NY can't be surveilled and wiretapped by US services so its done by UK services for US)

CIA, FBI and even NSA had played the game for years. As long as an intelligence service is operating overseas and spying on foreigners, it's all legal for both sides of the game. No FISA needed.Since they could not operate against US citizens on US soil, they could go overseas and do it legally with a friendly foreign intelligence service like MI6 (or in this case the Ukrainians). In return US agencies would spy on their domestic Brits going against Brexit in the UK and they in exchange helped with framing Trump.( or in case of ukrainians a tiny amount of $$ would do)

In this case, Ukrainian intelligence resources were subbing with Facebooks Crowd Tangle tool out of Ukraine,gathering info on the Trump team. When it was passed from CIA control to State Department in Ukraine it was all legal, until the idiots at the embassy decided they couldn't trust the Ukrainians and secretly moved it into the embassy, legally American territory, which then made it illegal.

The USA Embassy in Ukraine is still filled with Odumba loyalist. I have yet to figure out why the entire staff has not been changed out. They are USELESS!!!
