Gunsmithing Can't Zero my Zeiss

I have a Zeiss Conquest scope mounted to my Savage rifle via Talley One piece rings/base combo. After unsuccessfully attempting to zero my scope with a Leopold boresighter, I took it to the range and still could not get it to zero. No matter how much windage adjustment I added, the point of impact was off center; needless to say, I ran out of adjustment before I could get it to hit the point of aim. Vertically it was spot on.

Has anyone run into this type of problem before? I know that sometimes a scope needs to be shimmed--but I thought that was more for elevation and not windage.

Any advice? or does my scope need to be returned to the factory for adjustment?

I had the same problem with a R700, the scope base holes seemed to be drill off center of the barrel. I sent it back to Remington and they sent me a new rifle. I did not want to go with windage adjustable rings.
