Long article years ago in "Handloader" magazine. Short reprise: For the primers, use polyurethane enamel. I use a dark color to tell when it is done. Fill a empty fingernail polish bottle with the stuff. Dot it onto the loaded ammo base on the primer, and let it spread into the groove. I do a whole block at once, then wipe the excess off with a paper towel. The reason I say loaded ammo, is that when you seat the bullet you compress the air inside it and the air escapes around the primer. Let the loaded ammo sit for a day or two to decompress, then coat the primer. If done too soon, you'll get bubbles. For the bullet: if lubricated lead bullets, no sealant needed. If jacketed then use what the military does...asphaltic varnish. Sold in garden supply stores as pruning sealant. Get the paint on, not the spray. Take the empty, primed cases and coat lightly the inside of the case necks using a Q-Tip. Allow to dry for a couple of days. Charge the case and seat the bullet. It forms a "washer" around the bullet inside the case neck. Then do the primer. It will degrade accuracy. But increases water resistance.
