case runout....does it really matter?

Hello, I have been loading for my 338 edge and decided to check my case necks for runout. The brass I am using is .300 ultra Remington brass. I been lubing the necks with dry graphie before i expand the neck out to 338. I got virgin cases from .003 to .011. I then checked some of my cases from once fired and resized they are a little better, but I still have quite a few that are .004-.007. I am using redding dies also. Is the .004 ok to use? I don't like seeing half of my brass just for junk shots and practice, I don't know if its just the Remington brass or what. I really don't think my dies are the problem cause I do have some cases in the .001 to .003 range. I am shooting from 700 to 1400 yards so I think I need them all below .004 or is that just not in the cards.

Also where is proper point to actually measure the necks at? I been measuring them about in the middle. I have a Sinclair concentricity gauge.
