I'm thinking .308 or 6.5CM.

This will be a hunting gun. Would love to put my .308 can on it.

16" barrel.

Pirate a 700 action from a cheap as possible old Rem 700SA.

Need a "good enuf" new barrel.

Stock? Thinking used HS precision, cheap enuf, but prolly not very light.... maybe Hogue. Maybe choate.

Thinking mostly all used parts except for a new barrel.

Remember - two objectives: (1) cheap as possible, and (2) light as possible

Savage 10TR with 20incher.

If you can get some, should be around 450 bucks in States - brand new subMoa threaded gun with outstanding fulltang bedding and EGW base mounted.

But...
You have to accept bull barrel and AccuTrigger as I found out some don't like it (I have no problem with it at all though).
And of course, there is no building at all. It's just the pure shooter out of the box!

EDIT: Maybe not the cheapest variant, but IMHO great value for the money!

Stay away from the houge stock, especially if your going to put a bipod on it! Finding a used Bell and Carlson hunting stock might be a good option too, it will be a bit heavier but will be stiff.
 
I see, in that case...

I'd go for factory R700 (SPS tactical?) and (glass)bedded the action to close the groups under moa.
Anyway, the bipod might still represent a problem as the hogue stock is really soft and touches the barrel being pressed in the front.

B&C (or other) stock should fix it and add some comfort for reasonable price, although I am not sure about planned budget and scope choice - used components should further lower the total cost.
