Just sized an initial piece of 6.5 creedmoor brass...been having trouble with loads. Output neck dia was 0.2885 which would give me about 4 thou neck tension (starline brass--0.014 my best measurement of neck thickness). Its a standard hornady die so I have 0 control. Just checking that this is a normal reading.
 
Are you using the expander ball? Hornady expanders are .002 under bullet diameter. Charge it and jam a bullet in it then measure neck od again.

Sounds about right. .264+.028= .292”. Your bullet plus twice the neck wall thickness. .004” might be a little tighter than bushing die guys go but if it’s consistent, it’s fine.
