A clip-slotted action, simply put, is an action that has had a clip-slot machined into it so the internal magazine can be reloaded with a stripper clip from the top.
They were quite popular for building match rifles for Highpower competition before detachable magazine bottom metal became really available.
Aside from that, I don't know if $350 is a good, bad, or ugly deal...

if you're talking about a rem 700 action, get it...typically I see the standard actions going for 450+
